So I found useful information, how to find someone or a neighborhood using your WiFi network without you agreeing to it.
Download the Wireless Network Watcher v1.72 http://www.nirsoft.net/utils/wireless_ne...tcher.html

If your neighborhod is not connected at the moment that you run the scan, simply check these items here:
http://cdn.darktips.com/wp-content/uploads/2013/01/who-is-using-your-wifi-connection.jpg

We will now set the interval between two scans. To do this click on Options > Advanced options or press F9. In the new window, enter the desired time in seconds between scans, for example 900 (equivalent to 15 minutes).

Once someone connect to your Network, you will see this

Now if someone is using your WiFi, go slap their faces and make them surfer.
JUST KIDDING. lol
Go to: http://192.168.1.1
And change your ip. You can deactivate WLAN service.
